Hystérie pour un massacre

On a pu mesurer le degré d’hystérie de la diplomatie du bloc BAO dans les premières réactions, notamment à l’ONU, à la nouvelle du massacre de Al Houla, en Syrie, il y a trois jours. Il s’est agi de réactions robotisées, toutes dirigées contre le régime syrien, demandant une condamnation immédiate, sinon pire, sans aucun soucis de vérification de quoi que ce soit des circonstances de cette affaire. Il s’agit d’une diplomatie de robots, celle de nombre d’acteurs du bloc BAO, s’exprimant par la fébrilité de la condamnation sans appel avant enquête et jugement, représentant une sorte d’étrange soulagement (“enfin un massacre”) qui devait sembler, aux premières nouvelles toutes déformées, rendre crédible et justifié le torrent d’anathèmes et de condamnations qui caractérise cette même étrange diplomatie, depuis plusieurs mois : “Enfin un massacre qui justifie toutes les accusations lancées depuis des mois”, semblant ainsi rétrospectivement transformer les anathèmes en vérités et les condamnations en “justice est faite”.

Il y a là, – mais qui s'en étonnera dans ces colonnes ? – une pathologie de la psychologie s’exprimant effectivement par l’hystérie… Tout cela s’est rapidement englué dans ce que l’ambassadeur de Syrie à l’ONU qualifie de “tsunami de mensonges”, avec des accusations précises de déformations de déclarations des chefs et rapporteurs des observateurs de l’ONU en Syrie… (Selon PressTV.com relayant l’AFP, le 28 mai 2012.)

«On Sunday, the Syrian Ambassador to the United Nations, Bashar Ja'afari censured “the tsunami of lies that were said a few minutes ago by some members of the council,” AFP reported. […] The Security Council held the meeting on Sunday afternoon to hear a briefing on the massacre from the head of the UN observer mission in Syria, Major General Robert Mood via videoconference. Ja'afari said the 15-nation council misinterpreted the words of the head of the UN mission in Syria.

»He referred to a part in the statement that condemned the Syrian government for the artillery and tank shelling of a residential neighborhood in Houla, saying that it was an interpretation of Western states such as Germany and the UK. “If you go to the language in which the press statement was written, you will find that nothing in that indicates that the Council is blaming the Syrian government forces for the killings and the preparations of the massacres,” Ja'afari said. He added that General Mood had said it was unclear how the mass killings had taken place and that the events needed to be investigated.»

Un compte-rendu d’AP, repris ici par CBS.News le 27 mai 2012, rapporte les allées et venues à l’ONU, puis le texte adopté par le Conseil, sous le titre «Security Council blames Syria for shelling Houla». Cela vous laisse à penser qu’il n’y a qu’un seul “salopard” (à la Sartre), qu’il s’agit de qui-vous-savez, et qu’il est ou sera évidemment condamné, – avant d’être envahi, exécuté façon-Kadhafi, “à la civilisé, et basta. Puis l’on aborde le texte et, dès le premier paragraphe, des précisions montrent que le titre ne donne qu’une toute petite partie du texte adoptée, et donc une déformation avérée et volontaire d’une réalité qui apparaît trois lignes plus loin : les tirs d’obus sont condamnés, mais aussi les exécutions par balles et à bout portant, et aucun coupable du massacre lui-même n’est désigné… La déformation tendancieuse est si évidente qu’il apparaît tout aussi évident qu’elle ne relève ni de la consigne, ni de la propagande consciente, – le stade est largement dépassé, – mais de bien l’hystérie robotisée, dans cette façon de ne dissimuler en rien l’intention de tromper, – qui n’en est pas une, finalement, puisqu’ils croient que c’est la vérité et rien de moins.

Cette phase d’hystérie permet de constater que les constructions constantes, elles aussi échafaudées par des psychologies dérangées, perdurent sans en rabattre. Depuis le début février, lorsque “les chancelleries”, – vous savez, les meilleures diplomaties du monde, type Foreign Office et Quai d’Orsay, – annonçaient les 2 et 3 février que Russes et Chinois allaient s’aligner sur le bloc BAO pour ouvrir un front contre la Syrie, pour être démenties le 4 par les deux vetos, – depuis cette phase l’idée que les Russes vont non seulement rejoindre le camp du bloc BAO, mais se charger de ramener Assad à la raison, puis de le liquider, – puisqu’aucun pays du bloc BAO n’est capable de le faire, comme chacun sait, – cette étonnante construction hystérique tient la route.

On la trouve dans le très sérieux Independent, section édito, ce 28 mai 2012, sous le titre impératif «Russia must act now to halt Assad's slaughter» Après avoir écrit cette phrase qui semble, dans l’esprit de l’auteur, être le preuve orwellienne de la culpabilité d’Assad puisque le gouvernement reconnaît qu’il y a des morts (reconnaître qu’il y a des morts, c’est donc reconnaître qu’on en est l’assassin : «Even as the Syrian authorities denied responsibility, blaming Islamists and terrorists, they conceded that at least 90 people had been killed»), après avoir énoncé que les activistes mettent ces “preuves”-là de la culpabilité syrienne (des vidéos montrant les cadavres alignés, preuve irréfutable puisqu’il y a bien des morts) d’abord pour susciter l’intervention étrangère, après avoir rappelé que personne dans le bloc BAO qui veut l’intervention ne peut se charger de la chose, – on découvre, par bonheur, que le secrétaire au Foreign Office est en visite à Moscou, et qu’il se chargera de donner ses instructions à Lavrov :

The Independent continue donc à croire que les Russes ont suscité et appuyé la mission Annan pour liquider Assad. Ce qui nous amène à la réponse de Lavrov, après sa rencontre avec Hague, réponse d’ailleurs complètement partagé par Hague qui nous assure que ce qui compte essentiellement, – surprise, surprise, – n’est pas la liquidation d’Assad. (Novosti, le 28 mai 2012.)

«“Russia has particular role in applying pressure,” Lavrov said. “We sense from our contacts that some other forces are not committed. We support Kofi Annan's plan and they should do everything for this to succeed...There should no be external interference.” Moscow has condemned Western suggestions that regime change in Syria is the solution to the spiral of violence, and Hague was keen to stress on Monday that Assad’s immediate fate was not the main concern.

»“We have said all the way back from last August that finding a solution involves him standing aside,” Hague said. “But the important thing is that the Annan plan is pursued. That is now the urgent priority.” And Lavrov said the main thing for Moscow was not who was in power in Syria, but a successful implementation of Annan’s plan. “The main thing is stopping the violence, and to create a political dialogue among the Syrian people. Everything else is secondary,” he said. “And if we want to stop the violence, we have to work together with the regime and the opposition. Kofi Annan's plan is about consensus.”»

Les Russes veulent surtout en savoir plus sur le massacre, d’une façon publique et circonstancié. Par ailleurs, ils ont certaines idées, comme l’a exprimé le vice-ambassadeur de Russie à l’ONU Alexander Pankine, qui n’écarte pas l’hypothèse d’une provocation des rebelles avant l’arrivée d’Annan en Syrie, ni même celle de la participation de forces spéciales étrangères dans cette affaire, – comme celle des Britanniques, par exemple.

Enfin, pour en terminer temporairement à propos du massacre de Al Houla, il n’est pas inintéressant d’écouter l’avis de deux experts consultés par Russia Today, ce 28 mai 2012. Tous deux mettent très largement en doute la version “officielle hystérique” type-bloc BAO qui s’est d’abord répandue partout. Publier des avis divergents, de gens qui s’intéressent à autre chose qu’aux consignes du Parti, n’est que justice dans l’atmosphère générale de l’hystérie du week-end, – laquelle commence désormais à s’apaiser, tandis que se profile la possibilité de rebondissements intéressants.

• Le premier des deux spécialistes consultés est Ibrahim Alloush, journaliste et universitaire jordanien, commentateur de l’hebdomadaire jordanien Assabeel, activiste antisioniste et antiraciste, diplomé des universités de l’Ohio et de l’Oklahoma.

«[T]the way the attack was done and its timing “make it obvious” that Damascus is not responsible. “It would not make sense for the Syrian army to commit these massacres and withdraw, and then just let the rebels come and take photos and make documentaries about them,” he explained. Alloush believes the crimes were committed “by the armed gangs supported from abroad, from the GCC countries and from the NATO specifically through Turkey.”

»The analyst insists that the massacre in Houla was carried out in the context of a broad attack throughout the area.“They also attacked the national hospital in the region and they set fire to it. Then they turned to civilian houses in some of the neighboring villages and they started killing indiscriminately,” he said, emphasizing that among those killed were people loyal to Assad. […] “These crimes have come at a point when a political solution has slated for the Syrian question, and these people do not want to see a political solution – instead they want to see an armed intervention, an international foreign intervention in Syria under pretext of massacres,” he concluded.»

• Le second intervenant est l’activiste italienne Marinella Correggia, qui est spécialisée dans la traque des fausses nouvelles venant du “front” syrien alimenté par le bloc BAO et les pays du Golfe impliqués.

«First of all, the victims in the various online videos of the massacre appear to have been killed at close range and not as a result of artillery strikes. “The children don’t seem to be the victims of shelling or artillery, but of direct killings from a short distance,” she told RT. “Therefore it doesn’t seem possible to make a connection between the accusations by the opposition that the army attacked Houla with heavy weapons and the way the children were murdered.”

»Correggia said it was almost impossible that the government would carry out such a massacre. “One should ask: cui prodest (who profits?),” she stressed. “Massacres happen right before either a Security Council meeting, like in the February Homs massacre, or before or during Kofi Annan’s visits, or after some military defeats. Therefore it seems to me almost impossible that government could order or give a green light to it.” She expressed her belief that it was likely that massacres such as the one that happened in Houla were more likely a product of unbridled sectarian violence. “According to some witnesses, the massacre was perpetrated by armed gangs who assaulted the hospital and killed people. Vox Clamantis, an information center of the Catholic Church in the Homs Governorate, also reports many cases of families being killed in other villages, where in the absence of the army there is violence going on for sectarian reasons. I tend to believe this version. And it will be harder and harder to see who the armed killers are, and where the difference between ordinary and political violence is.”»
