Au fait… Washington fait-il encore confiance à Israël, notamment pour attaquer l’Iran ?

L’un des dossiers les plus difficiles à définir est celui des relations israélo-américanistes. On ne cachera pas que c’est une surprise tant une des visions de ces relations est de leur accorder une prépondérance absolue, notamment pour ce qui est d’un alignement USA-Israël qui est, pour beaucoup, un alignement des USA sur Israël. Certains Israéliens et certains milieux en Israël ont une tout autre vision de la question.

Voici celle du centre des National Security Studies, anciennement le Jaffee Center for Strategic Studies, — une source très réputée s’il en est — et d’autre part des déclarations d’un des chercheurs qui y travaillent. Le site WorldTribune.com rapporte des précisions dans un texte mis en ligne le 5 janvier

«The Institute for National Security Studies, formerly the Jaffee Center for Strategic Studies, said the Lebanon war eroded Israeli deterrence among Arabs and others in the Middle East, Middle East Newsline reported.

»The institute, in one of the most scathing reports published in decades, said the war exposed Israel's weaknesses and placed the Jewish state in a worse strategic position.

»“The war in Lebanon underscored the problematic and fluctuating nature of Israel's strategic environment, damaged Israel's deterrent image, and exposed weaknesses in the Israel Defense Forces and the decision-making process in Israel,” the institute said in a report released on Tuesday. [...] “Israel's strategic environment of 2006 is problematic,” the institute said.»

Les chercheurs de l’institut, semble suggérer la dépêche, se sont montrés volontairement très discrets. Sauf un, Giora Eiland, un major général de réserve qui était à la tête du Conseil National de sécurité israélien jusqu’à la mi-2006. Son évaluation, particulièrement pessimiste, concerne la profonde déception qui affecte l’administration GW Bush à l’égard d’Israël, depuis la guerre contre le Hezbollah. La chose ne doit pas complètement nous étonner ; ce qui doit nous arrêter, par contre, c’est l’ampleur du sentiment de déception que décrit Eiland et, semble-t-il, les conséquences au niveau d’ores et déjà fonctionnel voire opérationnel.

«[Eiland] said he doubted whether the White House, out of fear that the operation would fail, would approve Israeli air strikes against Iranian nuclear facilities.

»“There is a harsh disappointment of us in the United States,” Eiland said. “We didn't supply the goods. It embarrassed our friends in the United States, our friends in Congress. It has long-range repercussions.”

»Eiland said Israel's military doctrine — based on the expectation that air power could defeat an enemy — failed in Lebanon. He called for a review of Israel's military tactics and concepts, saying this was more important than arms procurement.

»“The Israeli military made mistakes in doctrine and the question is whether this will change,” Eiland said. “I am not sure.”»
