Des nouvelles du JSF par les Hollandais: un nouveau délai d’au moins un an, avec tout ce qui s’ensuit...

Notre ami Johan Broeder, qui nous a déjà tenus informés de certains avatars du JSF (voir le 11 novembre 2007, rubrique Notes de lecture), nous communique des nouvelles de Hollande et du JSF. Les nouvelles ne sont pas excellentes, comme à l’accoutumé, elles sont même franchement détestables.

La principale chose neuve, c’est l’annonce par le gouvernement hollandais d’un nouveau délai d’au moins un an pour le développement et la mise en service du JSF. Cela implique en principe une nouvelle augmentation de $20 milliards du coût général du programme et une augmentation du coût par exemplaire du JSF de $5 millions.

Le 10 mai, le quotidien Volkskrant a publié un article sur la nouvelle, qui a été exposée par le gouvernement devant le Parlement. Johan Broeder nous a fait parvenir une traduction en anglais de l’article, ce dont nous le remercions chaleureusement.

«AMSTERDAM - The development of the Joint Strike Fighter (JSF) is again delayed with at least a year, sharply more expensive. This is evidenced by answering Questions of the Parliament by De Vries, Secretary of State of Defence.

»End April the new delay is discussed at a meeting of the JSF international Steering Committee in Amsterdam. The node is presumably made this autumn, writes De Vries.

»One year delay means according to the U.S. GAO that the development of the JSF will agaain increase five billion dollar. In 2006 became the development stage of the JSF is already a year behind schedule, because the plane would be too heavy.

»In his replies De Vries remains vague about a missing projectreserve of 90 million euros in the Dutch JSF budget. According to the audit of Defence that amount is spent on an earlier setback for the Netherlands to soften.

»Last year it became known that the Netherlands has to spend an extra 206 million eurosm because the United States wiil by their own aircraft later. According to the audit for this sling they used another 90 million from the reserve, which now has fallen to zero. The additional costs for the Netherlands because of the U.S. decision would therefore not 206 million, but almost 300 million euros. This money should be found within the Defense budget.

»De Vries this statements about the projectreserve seem to confirm this, but he packed his response in complex technical language: “The project reserve is more likely to arise in the project by a limited reschudeling of the procurement series. This approach has been abandoned in the recent budget. This once again is fully consistent with the new procurement series.”

»The Netherlands is through a public investment of 800 million dollars closely involved in the development of the JSF. Defence wants the JSF from 2015 to replace the F-16.

»Formally is not yet decided to purchase the aircraft and it competes even with the new Eurofighter, the French Rafale and a modernised version of the F-16. The political decision on the replacement has been postponed until 2010.

»In the Lower House a growing fear that the choice has already been determined and that the cost will run out of hand. On May 31 the government would sign a preliminary contract for the operational test and evaluation phase of the JSF, for which two Training planes must be purchased. Last month, the permanent Defense Commission in the Parliament had 267 questions about the project. A major reason was a report of the JSF-American Court in March, which already warned of a possible increase of costs of 38 billion dollars and a delay of 12 to 27 months.

»According to De Vries there is no chance that the delay will be 27 months. The cost for the Netherlands of the development are fixed, and “higher costs for the development phase will have no negative consequences for the Dutch programme”»

Encore une nouvelle casserole pour le JSF. Il est décidément difficile d’en tenir la comptabilité, et il devient de plus en plus complexe d’établir une véritable situation du JSF, de ses perspectives, de son coût, de ses délais, etc.

Il semble manifeste que cette annonce par le ministre hollandais De Vries, qui vient d’une réunion officielle fin avril de l’International Steering Committee du programme (qui concerne les pays non-US engagés dans le programme) a provoqué des inquiétudes supplémentaires à La Haye. Le Volkstrant est un quotidien de bonne qualité, de tendance sociale-démocrate, largement lu dans les milieux politiques, et son article a sans doute eu un grand impact. Le flou qui accompagne les déclarations de De Vries, l’annonce que les problèmes mis en évidence sont présentés “à leur minimum”, tout cela accroît la lourdeur du dossier JSF en Hollande.

Il faut noter que les nouvelles annoncées aux Hollandais concernent tous les pays partenaires. Elles interviennent au moment où s’ouvre un processus de sélection d’un nouvel avion de combat, où le JSF est l’un des concurrents, au Danemark et en Norvège.

Comment considérer le JSF désormais? Le programme est en train de devenir une sorte de tonneau des Danaïdes de l’industrie et de la programmation des avions de combat, nous tenant en haleine indéfiniment, avec recul constant d’une appréciation fixée, sur ce que seront finalement ses retards, ses augmentations diverses et sans fin, et bientôt son destin lui-même. Bien entendu, puisqu'il s'agit des USA, il est déplacé de tirer du fonctionnement chaotique de cette usine à gaz pétaradante quelque conclusion que ce soit sur la qualité, l'efficacité, la rentabilité de fonctionnement du système. Continuons à nous extasier à propos de l'American Dream.
