La guerre à $100.000 par minute

Il y a des chiffres qui frappent parce qu’ils parlent. C’est, bien entendu, le cas de la guerre contre la terreur rebaptisée “the Long War”, et, à l’intérieur de celle-ci, la guerre en Irak. Le chiffre de $100.000 par minute est “parlant”… Le Seattle Times rapporte que le Pentagone « says it is spending about $4.5 billion a month on the conflict in Iraq, or about $100,000 per minute. » La guerre en Afghanistan est beaucoup plus modeste, elle fait un peu guerre au rabais: « Current spending in Afghanistan is about $800 million a month, or about $18,000 per minute. »

Cette comptabilité se place au cœur de l’annonce que l’administration GW Bush, dans son budget 2006 qu’il va présenter au Congrès, demande $120 milliards supplémentaires pour la guerre, soit $35-$40 milliards de plus que ce que le Congrès attendait (craignait), et cela malgré une prévision de réduction des forces (non prise en compte par le Congrès). Cela nous conduit à un total de dépenses, fin 2006, de $440 milliards. Nous sommes en bonne voie pour rencontrer les estimations de Stiglitz pour le coût total de la guerre.

Selon le Guardian du jour « The Bush administration has said it is planning to spend $120bn (£68bn) on the Iraq and Afghanistan wars this year, bringing their total cost so far to $440bn. […] The spending on the Iraq conflict alone is now approaching the cost of the Korean war, about $330bn in today's dollars. Meanwhile the cost of the overall “war on terror” […] is already close to half a trillion dollars, and will soon equal that of the 13-year Vietnam war.

» ”There is some reason to be surprised that it's this much,” said Steven Kosiak, a military spending analyst at the Centre for Strategic and Budgetary Assessments in Washington. “The Congressional Budget Office had estimated the defence department would need $85bn and that was with no drawdown in troops.” »
