La marche vers l’Est : une stratégie neocon-McCain (+ Lockheed Martin) pour former une Mafia nommée OTAN

A quoi correspond cette poussée vers l’Est, nettement anti-russe, de l’OTAN? Certains parlent d’un “legs” de GW Bush pour sa présidence, ce qui ne mange pas de pain vu les miettes éparses de la chose. Il faut bien dire quelque chose qui sonne bien aux plumes des correspondants de presse.

Justin Raimondo développe aujourd’hui, sur Antiwar.com, une thèse un peu plus élaborée, où il voit dans cette stratégie une stratégie préparatrice d’une présidence McCain (en cas de victoire du candidat républicain). On sait déjà la russophobie intense de McCain, dont l’une des premières propositions de pacification des rapports USA-Europe serait d’exclure la Russie du G-8 (mesure réclamée depuis longtemps par les néo-conservateurs) et une autres des premières de ces propositions de former une “Ligue de Démocraties”. (Ce dernier point reprenant un projet exposé il y a près de six ans par Richard Perle, néo-conservateur historique et in illo tempore consultant de Boeing, pour une OTAN qui serait transformée en une “ONU de la défense” à la place de l’ONU.) Par conséquent, on peut dire que McCain est bardé de conseillers neo-cons et de conseils de l’industrie de défense. (Même si, dans le cas bien précis du programme KC-45, Boeing n’a pas apprécié le rôle de McCain. On passera l’éponge dans l’intérêt de la nation et de l’élection.)

C’est bien ce qu’explique Raimondo, qui met également en évidence le rôle du complexe militaro-industriel, dont les néo-conservateurs sont les obligés, et notamment de Lockheed Martin avec des gens comme Bruce P. Jackson quasi-officiel de Lockheed Martin et de Washington réunis.

«The links between the McCain campaign and the campaign for NATO expansion, and Russophobic circles in general, are extensive. Randy Scheunemann , McCain's top foreign policy adviser, is a key figure in the NATO expansion campaign: he has been a top lobbyist for British Petroleum, several major defense contractors, and various Baltic and Central European governments. He worked with Bruce Jackson, a former vice president in charge of planning for Lockheed-Martin and Pentagon official, on the U.S. Committee for NATO. Scheunemann has been an American adviser to the Georgian government and a registered lobbyist for Macedonia, Romania, and Latvia, as well as a corporate lobbyist for BP America and Lockheed-Martin. To top it off, Scheunemann was a founding member of the Project for a New American Century and a co-founder and director of the Committee for the Liberation of Iraq. He is, in short, the embodiment of all the pressure groups and special interests who profit, materially and ideologically, from the renewal of the Cold War.»

Cette interprétation des choses, avec la présence proliférante et nombreuses des néo-conservateurs est largement confirmée par la présence du précieux Bruce P. Jackson au séminaire The Bucharest Conference, en marge du sommet de Bucarest. Une chose tout ce qu’il y a de quasi-officiel, puisqu’une des interventants sera GW Bush (vous connaissez?), qui est financée par le Marshall German Fund, Chantham House et le ministère des affaires étrangères de Roumanie, avec nombre d’officiels en plus de l’inoxydable Bruce P. Jackson. Une sorte de conférence au sommet-bis de l’OTAN à Bucarest. Le communiqué d’aujourd’hui, très succinct, nous signale en bonne place l’intervention de Bruce P. Jackson, confirmant de ce fait la position influente et importante de l’homme de Lockheed Martin (entre autres) à Bucarest et à l’entour, dans l’OTAN et autour.

Nous reproduisons le communiqué ci-dessous en entier, non pour l’intérêt absolument nul de ce que disent tous ces gens, mais pour avoir une idée de qui intervient ès qualité, la plupart, ministres, chefs de gouvernement et d’Etat, dans l’ordre, régulièrement appointés de l’industrie ou tout comme. Nous devons nous demander si ce n’est ça la vraie conférence de l’OTAN, auquel cas Bruce P. Jackson et Lockeed Martin occupent une place de sorte de “pays-membre” dont l’importance n’est pas à démontrter…

«Romanian Prime Minister Calin Popescu-Tariceanu told Bucharest Conference participants today that Romania supports the NATO accession of three Balkan nations and strengthening the alliance’s cooperation with other nations.

»“Romania supports the decision for extending invitations for accession into NATO for the three partners from the Western Balkans – Croatia, Albania and the Republic of Macedonia,” he said. “We also hope that Ukraine and Georgia will be offered a strengthened, increasingly closer relation with NATO. A clear signal towards closer ties with NATO should also be given to Bosnia Herzegovina, Montenegro and, of course, Serbia.”

»Romanian Senator Mircea Dan Geoana, an opposition leader, echoed the same hope in a subsequent panel discussion, calling for Membership Action Plans (MAP) for the two former Soviet satellites, saying that the European boundaries are changing.

»“The political map of Europe is overlapping with the geographical map of Europe,” he said. “We can strongly agree that the Caucasus is the new Southeastern Europe and Ukraine is the new Central Europe.”

»Valdis Zatlers, the president of the Republic of Latvia, in advocating for MAP for Georgia and Ukraine drew upon his own nation’s experiences with their accession into the alliance.

»“We have to give an action plan to Georgia and Ukraine,” he said. “Latvia’s relationship with Russians greatly improved after joining NATO and the EU.”

»Ambassador Wolfgang Ischinger, Germany’s permanent representative to the United Kingdom, cautioned, however, that accession into NATO would require that a benefit to all would be paramount in negotiations.

»“Our concern is with viability and liability,” he said. “We want to make sure that we do it [accession] at the appropriate moment.”

»Bruce Jackson, founder and president of the Project on Transitional Democracies, said, however, that it is fundamentally imperative for NATO to consider its aims and values when facing the current accession talks.

»“We often think of MAP as a carrot, but MAP is a very big stick. We owe it to these countries to help them with their democracy,” he said. “Leaving them to be on their own is a failure on our part in upholding our values.”»

Conclusion : il semble bien que la corruption de l’OTAN ait atteint aujourd’hui, dans sa partie “armements”, “lobbies”, pays de l’est et connexion avec les USA, un degré tel qu’on peut parler d’une sorte de Mafia érigée en organisation de sécurité transatlantique. Bucarest devra rester comme une démonstration convaincante de cette situation. Non après tout, le choix de “palais de mégalomane qu’avait fait construire Ceaucescu” comme lieu de la conférence officielle n’est pas si “étrange”.
