Le sombre anniversaire vu d’outre-Atlantique

L’éditorial du 12 septembre du Guardian est un texte intéressant à plus d’un égard, qui vaut la lecture. Il donne une vue réaliste sur la situation américaine quatre ans après l’attaque du 11 septembre 2001. La conclusion en est fulgurante: « Bin Laden's organisation may have been damaged and disrupted since 2001, and his dreadful cause may in many places be in the hands of amateurs, but he could never have dreamed that the world four years after the twin towers would look so favourable to his objectives. »

On résumera l’intérêt et l’importance de ce texte avec trois citations.

• La guerre contre la terreur et la riposte américaine après 9/11 : les Américains ont fait tout le travail de Ben Laden, parce que « [m]uch of the response to it, however, was not just ineffective but counter-productive ».

• La guerre en Irak est l’événement fondamental, mais pas pour ce que l’on croit : « … the real surprise [is] the limits of the US military effort. America has fought and occupied, but it has not shown that it can rebuild. »

• Après quatre ans de guerre inefficace et dispendieuse, Katrina a changé la donne, notamment pour ce qui concerne l’engagement US en Irak: « Post-Katrina, the question is not whether the US will begin to withdraw — but when, how and, above all, with what damage. »

On ajoutera que cette dernière remarque, si elle est faite pour l’Irak, pourrait concerner bien d’autres engagements US dans the Rest Of the World.
