L’ONU part en guerre contre Washington en dénonçant les USA-Tiers-Monde

L’ONU vient de publier un rapport sur la pauvreté dans le monde avec une section consacrée aux États-Unis qui est une dénonciation dévastatrice de la situation sociale dans ce pays. Le rapport met clairement en évidence ce que la catastrophe de l’ouragan Katrina illustre de façon dramatique: à nombre d’égards, et notamment au niveau de sa population la plus démunie, les USA sont au niveau du Tiers-Monde. The Independent, qui commente cette publication aujourd’hui, fait cette remarque : « Claims that the New Orleans floods have laid bare a growing racial and economic divide in the US have, until now, been rejected by the American political establishment as emotional rhetoric. But yesterday's UN report provides statistical proof that for many — well beyond those affected by the aftermath of Hurricane Katrina — the great American Dream is an ongoing nightmare. »

Le rapport est quasi-explicitement une condamnation sans appel du système américaniste. Sa publication, en ce moment, en plein cœur de la crise autour de Katrina, constitue un fait politique aisément identifiable. L’ONU affirme son hostilité aux USA, avec Koffi Annan qui riposte ainsi aux attaques lancées contre lui aux USA. Ce rapport est aussi un message personnel de bienvenue au nouveau représentant des USA à l’ONU, John Bolton. Les débats à New York risquent très vite de ressembler à une bataille de rues.

« [I]n unusually outspoken language, [the report] accuses the US of having “an overdeveloped military strategy and an under-developed strategy for human security”.

The Bush administration wants to replace multilateral solutions to international problems with a world order in which the US does as it likes on a bilateral basis. “This is the UN coming out all guns firing,” said one UN insider. “It means that, even if we have a lame duck secretary general after the Volcker report (on the oil-for-food scandal), the rest of the organisation is not going to accept the US bilateralist agenda.” »

Il suffit d’ajouter, — il suffira de consulter le document de 370 pages — que le rapport donne des détails et des statistiques étourdissantes sur la réalité de la situation sociale, sanitaire, etc., aux Etats-Unis, dans la population majoritairement privée d’accès aux richesses : « …the great American Dream is an ongoing nightmare. »
