Un “Ouf” de soulagement un peu rapide et la nomination de Eliot Cohen

Il est vrai que lorsque le fou qui ne cesse de se taper sur la tête avec un marteau s’arrête et s’exclame “C’est si bon quand on s’arrête !”, tout le monde parle d’un formidable progrès. Ainsi de la soi-disant “diplomatie” US et de son obsession irakienne devenue iranienne.

Depuis l’annonce que les Américains vont participer à deux conférences où il y aura notamment les Iraniens et les Syriens, un courant optimiste est apparu à Washington. On en trouve un écho dans le texte de Helene Cooper dans l’International Herald Tribune du 1er mars, sous le titre prometteur de «In U.S., a new respect for pragmatism». Avec ces quelques mots pour situer l’ambiance de la chose:

«In the span of just two weeks, the United States has agreed to hold high-level contacts with Iran and Syria, and to start down the path toward formal diplomatic recognition of North Korea.

»Has the Bush administration gone soft on its foes?

»Administration officials insisted Wednesday that the new overtures, including an agreement to join Iran and Syria in talks on Iraq, did not mean there had been a change in policy. “There is no crack,” the White House spokesman, Tony Snow, said. “A number of people have been characterizing U.S. participation in a regional meeting as a change in policy; it is nothing of the sort.”

C’est dans ce contexte nouveau qu’il faut aussi chercher à interpréter la nomination de Cohen comme conseiller de Rice, dont nous faisons état dans notre rubrique ‘Faits & Commentaires’. Admettons sans hésiter que l’on peut continuer à accepter la thèse du Nelson Report d’une manœuvre de Condi pour se protéger des neocons («Condi may feel she needs to have a neocon right next to her to protect her flanks») ; admettons également que l’on peut aussi bien penser, et même mieux en un sens, que Eliot Cohen sera bien placé pour voir jusqu’où il ne faut pas que Condi aille trop loin, — si tant est que la prudente Condi ait le goût un jour d’aller “trop loin”.
