C’est bien l’illustration que le contexte actuel est particulièrement mouvant, sans direction définie, avec des changements de cap tous les 4 mois et des positions affichées qui ne cessent de se contredire. Un tel état de confusion de la part d’une puissance nucléaire de cette taille est très inquiétant. Les forces conventionnelles sont certes hors d’état d’ouvrir un troisième front, mais il reste la composante nucléaire (la maîtrise absolue de missiles de croisière porteurs de charges).  La crainte c’est qu’une réaction brutale et pratiquement imprevue n’émerge de cette confusion dés lors qu’elle se muerait en chaos.

Avec la crise financière on a clairement la réalité du système actuel qui montre qu’au delà des apparences (nécessairement bonnes, vertueuses etc) c’est plutôt pourri, magouilleur, voleur, sans règles, destructeur, d’une cupidité barbare (ce n’est pas la peine d’aller en Afghanistan chercher des barbares et ainsi nous rassurer sur la supériorité de notre modèle, des barbares y en a un tas dans nos sociétés).

En ne réformant pas un tel système, même si par aveuglement, bêtise on pouvait croire à sa vertu, on montre par ailleurs qu’on ne tend pas vers ce qui est vrai, c’est-à-dire que le système est pourri à la base.

Cette situation finie de discréditer le “système” qui aura de plus en plus de mal à légitimer ses “aventures” expéditionnaires, les massacres etc et on sait qu’en démocratie la légitimité donc la vertu, même en apparence, est une condition indispensable pour agir à sa guise - hormis le fait qu’on sorte de la démocratie, si jamais nous y étions vraiment entrés et que l’on se retrouve dans une espèce de système sans avenir, pourri et fasciste dont on voit des signes un peu partout, y a pas à dire le Mal sait y faire.

Votre raisonnement brillant   qui part(ait) d’un point de vue discordant   du modele prêt à penser “faith based ” cher au tropisme ideologique   néo cons et autres troupeaux de béliers MSN aveuglés par des effets secondaires de type homogénéisant ,tend à  renforcer la perception “faith based”  de projection de la puissance (aux réalités indiscernables du Faith based .) auquel vous essayé malgré tout vous même d’y échapper tout en vous y accrochant à ses basques .De ce point de vue c’est quasi sans à coups (lisse presque)idéologique par l’absolu.. mais l’effet d’employer en vue plongeante le déficit de la puissance par des contractions globalisantes est bizzare chez vous !Comme si d’un autre côté vous en prenez les mêmes défauts qui caractérisent l’impatience idéologique .. ,à force de honnir tout ce qui à trait à la puissance (américaniste en l’occurence) tout en contribuant à exploiter celle ci à diverses fins(...)C’est justement ces fins (ambitionnant un systéme défragmenté..)  qui ne sont pas claires par définition chez vous “dedéfensa”..sinon à quoi bon de telles projections intraitables sur les moeurs américanistes?  Ou est ce L’intuition qui se fait la malle ..?..CQFD. INDUSTRIAL COOPERATION

France and the UK are the two largest European investors in defence. We will continue to broaden and deepen our defence industrial co-operation, including through the European Defence Agency (EDA) and EU Capability Development Plan in the following areas:

—complex weapons, through the Scalp/Storm Shadow enhancement programme;
—development of a new Future Anti Surface Missile/Anti-Navire Léger;
—preparation together of the next generation of military communications satellites, including signature of a Statement of Intent;
—acceleration of armament procurement and improvement of equipment to answer urgent operational requirements for our Armed Forces, including signature of a Statement of Intent;
—foster regular exchanges on lessons learned and exchanges of personel between the two procurement organizations;
—in the mid to long-term, assess the scope for collaboration on Unmanned Air Vehicles (ISTAR and UCAS Combat system), by undertaking a detailed joint study to map out the key elements of any collaborative programmes and establishing concrete discussions between our industries.

It is our common and strategic interest to sustain and develop industrial and technological skills in Europe. Research and technology (R&T) is critical and the UK and France play a leading role in Europe in investing in this area.

We reiterate our full support to the Anglo-French High Level Working Group on defence acquisition. This group is the right vehicle to propose joint projects, innovative solutions and foster dialogue to develop defence capabilities. It is also looking at how jointly we can facilitate bilateral cross-channel and wider business for companies operating both in the UK and France through more flexible and coordinated operation of national export licensing systems.

France and the United Kingdom are also committed to finding a positive outcome for the renegotiation of the A400M programme. The A400M will meet the capability needs of its client countries’ armed forces and offer outstanding performance. The principle behind this renegotiation is that the company bear the consequences of the programme delays and contribute to compensating for the resulting capability deficit.

The two governments are open, on the basis of these principles, to amendments allowing the pursuit of the programme under reasonable conditions. (end of excerpt)

Brazil is poised to become one of the 21st century’s great powers, President Luiz Inacio Lula da Silva told AFP, as he fended off international criticism of its role as a “conciliator” in dealings with Iran and Venezuela.
 

The future of what is already Latin America’s biggest economy, with its vast new oil discoveries, rapidly developing industrial base and bulk of the Amazon forest, is secure, he said in an exclusive interview on Wednesday in his official residence.

“I don’t know if I’ll be alive to see it, but I think Brazil will become a big power in the 21st century. We have everything a people needs to become a big power,” he said.

And with those ambitions comes a flexing of muscles in the international arena said Lula, 63, one of the principal opponents to the West’s increasing pressure on Iran over that country’s nuclear program.

Soon, probably this month, he is to host Iranian President Mahmoud Ahmadinejad on the latter’s first overseas trip since being declared the winner of disputed June 12 elections.

Lula slammed a renewed push by the United States and European countries for sanctions against Iran over fears its nuclear program was hiding the development of atomic weapon.

“We need to convince them politically. They can’t be backed into a wall,” he said. “This policy of ‘all or nothing’ doesn’t exist.”

Iran had a right to peaceful nuclear energy, he insisted, adding that he believed the US-led criticism of its arch-foe in the Middle East was reminiscent of Washington’s fallacious justification for the war in Iraq.

“Even today, those leaders in favor of the war in Iraq are unable to explain why they invaded if there were no chemical weapons. Well, I am seeing the same sort of things starting to happen over Iran,” he said.

Brazil’s role, he said, is that of “pacifier, of conciliator”—particularly in Latin America.

“I have more meetings with the presidents of Latin America than I do with my own children,” he said, employing one of his ready smiles.

Lula also stomped on any attempt to isolate another US nemesis, Venezuelan President Hugo Chavez.

But while he continued to stress that Chavez was the victor of multiple elections, in his interview with AFP Lula said he would never have cracked down on independent media as the Venezuelan leader recently did.

“I wouldn’t do what Chavez did with the media,” Lula said.

The gruff former union leader, who himself received rough treatment in Brazil’s press before becoming president, added however: “I also think the media shouldn’t have done what they did with Chavez for so long.”

Lula also spoke about bridges built with the West, including Brazil’s alliance with France, as evidenced by Lula’s invitation to French President Nicolas Sarkozy to attend Independence Day celebrations in Brasilia next Monday.

“We are determined to build this strategic partnership, to boost France-Brazil ties.”

Brazil already has closed a deal to buy five submarines from France and there is speculation Lula’s government will purchase 36 ultra-modern French fighter jets ahead of rival offers from the United States and Sweden.

Lula declined to say which way that decision would go, but said France’s offer to share all the technology that goes into its Rafale fighters made its bid the most attractive.

“France has shown itself to be the most flexible country in terms of transfer of technology,” he said.

Part of the reason Brazil is so strongly beefing up its military is to defend vast new offshore oil fields discovered over the past two years.

Those subsalt fields—which Lula expects will turn Brazil into one of the top 10 oil-exporting nations in the world—were this week put under the control of the state-run oil group Petrobras, according to a draft legal reform yet to be approved by Brazil’s congress.

Lula said the plan would secure Brazil’s future, and he believed foreign companies would still bring the necessary investment even on the more restrictive terms.

“It’s a big opportunity, and we’re not going to throw money away,” he said.

“It was the right decision to adopt this model.”

Brazil also is going to live up to its environmental responsibilities, the president said.

“We have a moral obligation to reduce Amazon deforestation,” he said.

He added that Brazil’s offer to meet specific reduction targets in greenhouse gas emissions at a UN meeting on climate change in Denmark in December will be balanced against its aim to become an industrial powerhouse.

“Nobody thinks that Brazil should have the same responsibility as Britain, as France or other countries that have been industrialized and emitting greenhouse gases for a century,” he said.

He added: “If these talks are carried out seriously, we are convinced a serious deal is possible.”

Craig Caffrey, an analyst for Jane’s, a highly respected defense information group based in London, said France’s offer “is seen as a huge advantage both economically and politically” by Brazil.

Boeing, in contrast, “have their hands tied by US export regulations and so cannot offer the same level of technology transfer.”

And while Saab could offer good industrial participation and technology, “some of the key components included in the Gripen NG such as the engine and AESA radar are not made by Saab or a Swedish company thereby making full technology transfer impossible.”

The Gripen’s engine is made by US company General Electric, and therefore subject to US export controls, while the advanced active-array, multi-targeting radar is made by Italian firm Selex.

Caffrey said France’s Rafale was “in my opinion probably the best platform” in the Brazilian contest “so the air force is highly unlikely to be against the selection of the aircraft.”

Although it was the most costly of the three jets, with an estimated price tag per unit of 56 million euros (82 million dollars), “if price is taken out of the equation, which the government appears to have done with this announcement, then the Rafale bid becomes stronger,” he said.

The Rafale, which has stealth-like technology and cutting-edge cockpit interfaces and threat detection, was seen as Brazil’s favored choice, largely because France was offering full transfer of technology—the key demand in the tender.

Saab, too, has promised to share knowhow with Brazil—even though the Gripen’s engines were US-designed and therefore subject to US foreign military sales authorization.

It was unclear what technology the United States was prepared to share from the F/A-18, which was the oldest model aircraft on offer, having been flying since 1980.

One consideration, both for Brazil and for the United States, was likely to be how the F/A-18 might stack up against Venezuela’s air force should any future confrontation take place.

Venezuela recently purchased 24 Russian and Chinese-developed Su-30MK2s, a modern fighter considered to have superior performance over the US plane.

The elite F-16 pilots of the United Arab Emirates air force are honing their dog-fighting skills with the U.S. Air Force’s top guns in the skies above Nevada as the Arab states of the Gulf build up their military power to confront Iran.

The main strike capability of Iran’s air force consists of an estimated 43 Soviet-era Sukhoi Su-25K Frogfoots and Su-24MK Fencer Ds as well as 24 French-built Mirage F-1Es.

Many of these are former Iraqi air force jets that were flown to Iran during the 1991 Desert Storm war to prevent their destruction by U.S.-led forces liberating Kuwait. Tehran has refused to return them to Iraq.

Iran also has 25 aging MiG-29A and MiG-29UB Fulcrums, also formerly owned by Iraqi air force, that comprise its main fighter interceptor force.

It still deploys 25 U.S.-built F-14 Tomcats that were acquired during the reign of the shah in the 1970s.

But these are no longer considered to be a match for the cutting-edge F-16E/Fs and French Dassault Aviation Mirage 2000 combat aircraft flown by the U.A.E. air force.

The U.A.E. is also considering the acquisition of a new aerial strike force of as many as 80 Dassault Rafale multirole combat jets that will give it an even greater punch than it has now.

Washington et Boeing tentent alors d’ébranler l’édifice. Un haut responsable brésilien présente des éléments nettement défavorables au Rafale au président Lula et à son ministre de la Défense. L’heure de vol ressortirait à 21.000 dollars, près de 3 fois plus cher que celle du F-18, pourtant plus lourd. Le Brésil n’obtiendrait pas l’exclusivité d’exportation en Amérique du Sud. Pire, il faudrait débourser 70 % du contrat avant de toucher le premier appareil. « Nous ne pensions pas que cela irait aussi loin dans la désinformation », explique un des négociateurs. La ficelle est un peu grosse, mais elle porte. Et puis, comme il s’y était engagé, Obama appelle Lula pour lui confirmer que le Congrès est dans la poche.

“la crise monétaire et financière actuelle n’en est qu’à ses débuts et sera d’une exceptionnelle gravité. (...)

Avant tout, il est essentiel de comprendre à quel point, dans notre monde financier totalement globalisé, une banque centrale à elle seule ne peut plus rien faire pour soutenir sa monnaie où l’économie de son pays. (...)

Tentons d’imaginer un scénario :
a priori on peut s’attendre à voir des critiques de plus en plus nourries à l’encontre de la Fed, « incapable de gérer cette crise ». Les opinions publiques, les grands fonds de pension et les fonds souverains de plus en plus inquiets vont exiger que les autorités financières « fassent quelque chose » pour freiner la chute du dollar et la flambée des matières premières.

On va assister à une dévaluation du dollar et des interventions de plus en plus musclées des banques centrales pour « contrôler » les taux de changes. Inévitablement cela entraînera de fortes variations dans les taux d’intérêts (car il est mécaniquement impossible d’agir à la fois sur les taux de changes et sur les taux d’intérêts).

Le FMI apparaîtra comme le seul à « avoir vu juste depuis le début». Le mécanisme de stabilisation par les DTS sera mis en place. De manière discrète dans un premier temps. Seule la presse spécialisée en parlera.

Le FMI proposera ensuite que les matières premières soient cotées en DTS. Ce n’est que par après que le grand public reconnaissant découvrira ces DTS.

En parallèle l’or jouera son rôle de valeur de refuge et l’instauration de cartes de paiement liées à l’or deviendra de plus en plus populaire.

Bien plus tard le FMI endossera son nouveau rôle de banque centrale mondiale gérant une monnaie mondiale, les DTS rebaptisés bancor. Paiera-t-on alors son pain en bancor ?”

BAE to axe 1,100 jobs and close site

Union says ‘bitterly disappointing’ for workers and local communities, especially in Cheshire where site will close down

Defence company BAE Systems is to axe 1,100 jobs and close one of its sites, unions said today.
The Confederation of Shipbuilding and Engineering Unions (CSEU) said the news was “bitterly disappointing” for workers and local communities.
The cuts will affect a number of sites, including Woodford in Cheshire, which will close, said the union.
The CSEU’s general secretary, Hugh Scullion, said: “This is bitterly disappointing news for the staff and for the local communities which rely on these jobs.
“This is particularly true in the case of the proposed closure of Woodford. The CSEU will work constructively with the company to keep redundancies to a minimum and ensure no compulsory redundancies.
“The CSEU believes there is still an opportunity to extend production at the Woodford site.”
BAE later announced that, following a detailed review of its current and future business levels, it had started consultation on the potential closure of Woodford and cuts at another three sites, with the loss of 1,116 jobs.
The firm is planning to close the Woodford site at the end of 2012, on completion of the Nimrod MRA4 production contract, with the loss of 630 jobs.
A further 205 jobs will be lost at Samlesbury in Lancashire, 170 jobs at Warton in Lancashire and 111 jobs at Farnborough in Hampshire.
The company said in a statement: “It has been clear since 2003 that the Woodford site had little future beyond the end of Nimrod MRA4 production, and the workforce has been kept informed since that time.
“Despite strenuous efforts to achieve further Nimrod production work, there has been none forthcoming. It is intended that there will be a phased run-down of the site in line with the production programme.
“At Samlesbury, the potential job losses are in the manufacturing function and are associated with the end of Airbus work currently undertaken by BAE Systems for Spirit AeroSystems.
“At Warton, the potential job losses are in the manufacturing and operations areas as work on the Nimrod, Tornado and Hawk programmes decreases.
“At Farnborough the potential job losses are in the Harrier business. The job losses are as a result of a downturn in Harrier upgrade work over the next few years.”
Kevin Taylor, managing director of BAE’s Military Air Solutions arm, said: “Whilst we regret having to make this announcement, we have to ensure we are the right size and shape to remain competitive and meet our customer’s requirements in the future.
“We will work with our employees and their representatives to explore ways of mitigating these potential job losses and we will do everything necessary to deal with the potential job losses and closure of Woodford in a professional way and support our people throughout this process.”

2013 le retrait, d’ici là pas mal d’eau aura coulé sous les ponts.
Je persiste à penser, en bon néo-complotiste paranoïaque cynique et anté-moderne, que les allemands, tout comme les français, les alliés, et bien sûr les US, savent très bien ce qu’ils font en Afghanistan et pourquoi ils y sont.
